ChangeTrackingCleanup.sql doesn't work, it deletes nothing

Hi,

I'm running change tracking in sql server 2019 CU11, and have auto cleanup disabled. running the cleanup script doesn't clean up the CT internal table.

This is the result I got:
Cleanup Watermark = 2378
Internal Change Tracking table name : change_tracking_1029578706
Total rows deleted: 0.
Total rows deleted: 0.
