[api-extractor] Items exported with "export =" not included in the API report

TypeScript allows exporting a single item from a module using the export = syntax: https://www.typescriptlang.org/docs/handbook/modules.html#export--and-import--require

declare class ZipCodeValidator {

}

export = ZipCodeValidator;

API Extractor currently doesn't support modules declared this way. The API report for the above example is empty:
