Move "More Diagnostics" button to job level and disable its scroll button

Current is in each taskrole level which need to click for all roles and not able to see job level "More Diagnostics", such as events.
And user need to scroll left and right to see all "More Diagnostics".

We would better to move it to job level and show all in one page without scroll tab, so user can see all "More Diagnostics" (job/taskroles/tasks/etc) by just zoom out page.
