Publish nuget & npm packages to ADO

This is to enable us publishing Nuget and NPM packages.

• Implement ADO pipeline (PRs Initial ADO CI implementation #72, Remove spaces from the published artifact name #73).
• Sign assemblies and NuGet packages with Microsoft certificates (PRs Initial ADO CI implementation #72).
• Publish Nuget and NPM packages as public ADO artifacts (internal ADO pipeline).
• Add required metadata to NuGet packages (PR# 76, Fix NuGet.config for ADO pipeline #74).
• Add required metadata to NPM packages (PR# 78).
• Avoid dependency on Nerdbank.GitVersioning in published Nuget (PR# 77).
• Publish to Nuget.org and npmjs.com (internal ADO pipeline).
• Enable linux-arm64 ADO build.
• Publish symbols Publish symbols to nuget and symbol server #177
• Publish sources for debugging Enable source debugging #363
• Run tests in ADO pipeline.
• Run code formatting in ADO pipeline.

I realized that there are still few tasks from the check list that are not completed yet.
Moving it back to the "In progress".

Is Linux (amd64/x86_64, not just arm64) being considered too? If so, I would be happy to do some tests and help on it if that can contribute to the project somehow.

Hey, just checking on the status of this. We're currently using node-api-dotnet and would love to be able to use a linux arm64 docker container in development. I see the 1.0 milestone was due a couple days ago, but don't see any related progress on the linux arm64 bits of that milestone. Is this something that we can help with or is it coming soon?

I am addressing the linux arm64 build in this PR: #402
Though, we still cannot sign and release the new bits. I hope we will get it restored by the middle of December.
