Intermittent failure - pipe busy

Logging this here so we don't lose it. Hit using containerd as the docker runtime. Just running a while(1) { docker run --rm microsoft/nanoserver cmd /s /c echo hello. Occasionally it will fail with a winio pipe is busy error.
