Added Auth to Importer Tool

Description

Adds optional auth as part of the Importer tool. Uses DefaultAzureCredential to give different auth methods

Testing

Ran Importer tool locally with use (using Azure CLI) and in Azure on a VM using Managed Identity to load data.
