User story
As a developer, I want to have an implementation of QueueClient so that the same patterns and providers exist between sql and cosmos datalayers.
As a developer, I want to export jobs to be handled by QueueClient so that exports are handled consistently
As a customer, I want my existing Export jobs to continue to run, so that there is no service interuption.
