Describe the bug:

Helm 3.4 fails with an error if you attempt to add a stable repo with "https://kubernetes-charts.storage.googleapis.com as this location is being turned down.

To Reproduce:

Run fab with Helm 3.4

Expected behavior:

Stable repo is added before component.yaml is processed.
