Summary of the pull request
Adds initial SDK changes for Dev Environments to the feature branch, from the private ADO branch.
SDK changes have been initially reviewed by a design rep and are being reviewed by the Windows Architecture group this week. So, changes will go into microsoftfeature/dev-environments feature branch first. Any additional changes that stem from architect design review will be updated within the feature branch.
Note: further PRs for Dev environments will be submitted to this feature branch until we ship.
