Steps to reproduce the bug

1. Set up Dev Home on Windows 10, and launch it. The user sees the "Dev Home is getting things ready for you..." screen.
2. After that, close the app, and try launching again.

Expected result

Dev Home knows it has already done its first-time initialization and takes the user directly into the app

Actual result

The user sees the "Dev Home is getting things ready for you..." screen again.
