Update `Instructions for Finding Linux Legal Metadata` to include Ubuntu Chiseled #138

The Instructions for Finding Linux Legal Metadata should be updated to include the instructions necessary to retrieve the Linux Legal Metadata for Ubuntu Chiseled images. Chiseled images are a type of distroless image that does not include a shell therefore the Ubuntu instruction provided do not apply. Chiseled images are in preview currently and the .NET team already offers Chiseled base images.
