Not all channels support same versions of adaptive card.

Provide a function like Microsoft.Bot.Builder.Dialogs.Choices.Channel.SupportsSuggestedActions by https://docs.microsoft.com/en-us/adaptive-cards/resources/partners

Describe alternatives you've considered

Provide this in adaptive card library.

Not sure where it should be placed. AdaptiveCard library does not know channels name while sdk here does not even use AdaptiveCard library at all..
