Re-Deploy appears to attempt to numerate all objects in the selected subscription

Expected behavior - Should only enumerate the resource group that you specify, if at all, when re-deploying. First deployment works fine.

Actual behavior - Tries to enumerate the entire subscription space when redeploying (first deployment works fine), including areas that were restricted, causing deployment to fail

Steps to reproduce the problem - Create another app function in the subscription and restrict it's access so that you don't have the rights to read it, then try to re-deploy your app function
