Repro Steps

• Run wsl --import ubuntu2204 $env:TEMP C:\wsl\ubuntu2204.tar.gz --version 2

Expected Behavior

WSL imports Ubuntu.tar.gz

Actual Behavior

I have removed the appx package and installed it again. Uninstalled Virtual Machine Platform & Windows Subsystem for Linux and installed them again. Still getting the same error.

This is the error I am getting now.
The system cannot find the file specified.
Error code: Wsl/Service/CreateVm/ERROR_FILE_NOT_FOUND

I was given an recompiled with more logging. Installed that one and it imported the tar.gz. Removed that appx and reinstalled the 1.1.3 and it was able to import successfully.
