WSL2 works fine in 1 user buts fails in the other user

Repro Steps

Create 2 users. enable user1 with wsl2 and use it.

Try accessing already running instance of mysql from wsl with user1 ( Mysql is running on windows )

It works.

Donot logout user1. Switch to user2

Enable wsl2 and install ubuntu 20.04 or any distribution. There is no access to the host windows machine and Mysql access fails.

mysql is jst an example here. It fails for all localhost access from WSL2 on user2.

User1 works perfectly

Expected Behavior

Both user1 and user2 should be able to access windows host from wsl2

Actual Behavior

user2 has no access to windows host on wsl2
