I'm trying to install rabbitmq in Ubuntu 18.04 on Windows 10. After a while, the following error is returned: invoke-rc.d: could not determine current runlevel

It cannot determine the current runlevel because there is no current runlevel, WSL does not have an init system running like openrc, upstart, or systemd.
It is still possible to launch services, such as apache and MySQL for local development though from terminal. You will see some errors like that, usually non-fatal.
I have not tried rabbit-mq on WSL personally but a quick search of the web shows that people are using rabbit-mq with WSL.
