Version: Microsoft Windows [Version 10.0.17093.1000]

I see similar symptoms. For me LxssManager is stuck stopping. When I first access bash it tells me I don't have distro installed. Subsequently it will just hang when the bash window is opened.

After a reboot bash opens correctly.

Please see ETL logs taken while bash was hung.

This is almost certainly https://docs.microsoft.com/en-us/windows/wsl/release-notes#important:

Important:
When starting WSL for the first time after upgrading to this build, it needs to perform some work upgrading the Linux file system directories. This may take up to several minutes, so WSL may appear to start slowly. This should only happen once for each distribution you have installed from the store.

We have added a message when this upgrade takes place but that change did not make it to 17093.
