WSL with networkingMode=mirrored does not refuse localhost connection while the port is not open #12245

Repro Steps

  1. %USERPROFILE%.wslconfig
[wsl2]
networkingMode=mirrored
  1. Use any tool to connect to an unopened port on 127.0.0.1
    For example:
    (assuming no program is using or listening on port 1234)
curl -v http://127.0.0.1:1234/

(if you tried non-local adress, for example, curl -v http://www.bing.com:1234/, the connection failed quickly, which is expected )

Expected Behavior

Connection refused

Actual Behavior

Connection persists, no data is received

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.

If this is a networking issue, please use collect-networking-logs.ps1, following the instructions here

Once completed please upload the output files to this Github issue.
