WSL service freezes after exiting distro #11138

Repro Steps
Expected Behavior
I should be able to close and open distros or Rancher Desktop without the WSL service freezing and becoming unresponsive.
Actual Behavior
When the service freezes, I am unable to restart the WSL Service in the .msc console or from PowerShell, even with elevated privileges -- the service goes into a Stopping state and freezes there.
The only way to get the wsl service running again so I can use a distro is to restart the computer.
