Launch WSL

Expected Behavior

WSL should start properly

Actual Behavior

WSL hangs indefinitely, with 100% disk usage (reads hundreds of megabytes per second). Most of the time no write is happening (less than 100 Kb/s) but sometimes it goes up to dozens of Mb/s.

Closing this, turned out after debugging that it was caused by dockerd starting at startup and using a crazy amount of resources for some reason.
