Encrypt partition with a recevory key

Hello,
To encrypt my partition, I used Veracrypt, but the solution does not provide a master key.
For my business needs, I need to find a solution to encrypt my WSL partition and have the ability to recover the encrypted partition from a master key.
What solution can I use?
