Remap keys only for specific app

v0.20 finally fadded ability to map shortcuts to keys (not just other shortcuts) and only for specific apps. But mapping keys to another keys (or shortcuts) is still separate section and does not allow doing so only for specific app.

Could you simply unify this, so there would be only one section where you can mix remaps of key <> shortcuts with the same feature set (meaning doing so both ways only for specific apps).

In my case I would like to use it in order to remap Volume Down and Up on Surface Keyboard to F2 and F3 (they require pressing Fn normally) only in Remote Desktop client.
