Unable to update/install PowerToys after reverting from Win 11 24H2 to 23H2 #36015

Getting an error "The feature you are trying to use is on a network resource that is unavailable" when I try to either update PowerToys from the app or from the MSI downloaded from GitHub. I attempted to clear the associated Package Cache folder as well, but it made no difference.

Seems like this issue has something to do with the Windows update reverting process as someone else had the same problem on #24213
I did the update revert a couple of weeks ago and since then this has been an issue.
