Description of the new feature / enhancement

I would like to be able to setup rules for windows in Fancy Zones.
These rules would allow you to specify a desktop and zone for programs to launch into.

Similar to tiling window managers in Linux.

Scenario when this would be used?

When I open Github Desktop by default it goes to my 2nd desktop center monitor into zone one.
This way when I run my Start Day script all windows go to the appropriate place.
