Fancy Zones don't stick

Steps to reproduce

Edit Fancy Zones using layout editor. Observe that the layouts chosen for each of the monitors does not stick. Zone layouts seem to change at random or always default to grid layout.

✔️ Expected Behavior

Chosen layouts stick to chosen monitors

❌ Actual Behavior

Layouts are assigned to monitors at random. Sometimes all monitors take on grid layout even though I only chose that layout for 1 monitor.
