Steps to reproduce

Open VMware Remote Console
Enable Always On Top
Application does not stay on top.

✔️ Expected Behavior

Application should stay on top

❌ Actual Behavior

Application did not stay on top.

This happens because the VMWare window is also topmost. When several windows are topmost, the last activated one will be higher.

Sorry for misunderstanding. Do you see a border around VMWare window after pressing a AOT shortcut?
Also, this might be important, does VMWare run elevated? In this case running PowerToys as admin can help.
Let me know if it helps.

Thank you for your clarification. I understand the problem, the VMWare window resets its style at some moment, and AlwaysOnTop doesn't catch the moment when it's happening. I'll close the issue against #19168 to centralize the discussion.
