The current README does not provide details on what each tool does.

I suggest to add the Overview + video links to the README, as found in the settings:

Let me know if I can submit a PR for this.

The goal of this is to help readers learn about each tool before installing it, or skipping the PowerToys because it's unclear what each tool does.

Turns out this stuff is already in the README, in the section, current PowerToy Utilities.

Settings v2 (#889) and OOBE (#1285), these are requirements :)
