Description of the new feature / enhancement

A tool that can be used to copy text from a "fake" screenshot.
The goal is to allow a user to copy text that he would otherwise have to type manually.

Procedure:

1. The user can mark an area of the screen using PowerToys "Text Analyser" (analogous to e.g. snipping tools).
2. After marking the user does not get a screenshot instead the screenshot will be analyzed and the text will be extracted (analogous user experience to IOS 15 Live Text feature).
3. The user now has the possibility to copy this text and use it for web searches and other applications.

Scenario when this would be used?

User interfaces where the text cannot be copied.
For example, message boxes where the text cannot be selected.
This way error codes or error messages do not have to be typed but could be copied and can then be used for e.g. a web search.
Similarly, text can be copied from all user controls that cannot be selected.
