Update 2021-08-03: This is due to microsoft/rushstack#1958. The workaround is to use explicit types instead of relying on inference, or to disable incremental builds when running API-extractor.

@tylerbutler any idea why this keeps flip flopping? seen in it my changes as well

I think this was fixed by upgrading api-extractor, but I am keeping this open so I can test it.

We haven't seen this recently, so I am closing the bug for now. If it happens again we know what the quick fixes are.
