Consider incorperating commonly used XPerf/WPR collection option #115

Moved from other DiagManager Issues

It appears the XPerf collector has been removed. WPR is super easy to use, but install may fail on some systems. Or, we may simply want to capture a WPR(which uses XPerf as it's backend) easily via PSSDiag. We could configure a handful of general capture options:

High CPU
VirtualAlloc
HeapAllocs
IO Latency
