Is your feature request related to a problem? Please describe.
The Command List provides a template for creating an Adaptive-based bot designed for building command-based conversational bots.

Currently this generator lives in the microsoft/botframework-components repository, but we are not actively publishing it. As a result, we would like to make this available as a sample template available to customers through the microsoft/BotBuilder-Samples repo.

Describe the solution you'd like
Move the generator-bot-command-list generator into the microsoft/BotBuilder-Samples repo, underneath the generators directory in the root of the repository.
