Problem Description

reopening this issue #3768

In all action buttons with iconUrl, there's no place in the schema to define alt attribute for this icon.
We're rendering the buttons as icons (without title).

Expected Outcome

There should be an attribute in the schema to define alt text for the icon in action button.

Actual Outcome

In all action buttons with iconUrl, there's no place in the schema to define alt attribute for this icon.
