Try out firewall-controller-manager

Let's add the deployment to the capi-lab and see if we can reuse the firewall-controller-manager for CAPI.

If it does not work out of the box we need to find out what the problems are and how we can resolve them.

Probably we should start without integration of the firewall-controller on the firewall for now because it will imply a lot of challenges.

For now it should be enough to just utilize the FCM for creating the firewall instances (this can be achieved by using the firewall.metal-stack.io/no-controller-connection annotation). It will need to be extended by fields for defining static firewall rule sets.
