I agree with @merbanan. This looks like a reader with no writing capabilities. Have you tried IDRW V3 or similar software under a VM? Not sure if this could help, but you can also try to sniff USB traffic to see if you can get any clue. Also, check for available commands.

According to the seller it is supposed to be able to read and write.
PCB is marked R20D-USB ksz v1.4
This does appear as an input device on linux wondering if we can also write with it
