(Originally part of #100)

The <LayerTree> component was introduced for the Outline in #37 to represent nested DropZones, but drag-and-drop support was not implemented at the time.

If this issue is resolved before #123, it will have to obey The Rules of DropZones, which means the user will not be able to drag between DropZone parents.
