Using symfony process to run phiremock

Now Symfony Process component is used to run phiremock service in the background.

Added startDelay config parameter

Now, the extension can delay the execution of the tests to let Phiremock boot.

Fixed phiremock version

There was an issue with phiremock version that only allowed old versions to be installed.
