Currently, adding functionality to the theme requires the use of CodeKit, which is a delightful product, but is not free, and is OS X only.
The SCSS files are fine as they are (I believe someone could make them work) but I am 99% sure that the javascript implementation for minification is very CodeKit-specific (although someone could make their own thing).
What I aim to do with this fix is create gulp code that will build the necessary sites, and hopefully keep CodeKit as a useable option.
