Improve zk_inception error for unfunded governors address using custom base tokens

📝 Description

The current error shown for deploying a chain with a custom base token when the governor address is unfunded does not currently say anything about how to resolve the issue. Example: zkSync-Community-Hub/zksync-developers#685

It would be helpful to have a specific check for this case and specific error saying what specific address requires funding.

🤔 Rationale

Prevents support issues like above.
