创建pitr：

1. 创建cluster级别的pitr；
2. 系统租户为account/database/table创建pitr；
3. 系统租户为普通租户创建account级别的pitr；

根据pitr恢复：

1. 系统租户根据account级别的pitr恢复account/database/table到当前租户；根据database级别的pitr恢复database；根据table级别的pitr恢复table；
2. 系统租户根据account级别的pitr恢复account/database/table到当前租户；根据database级别的pitr恢复database；根据table级别的pitr恢复table；
3. 系统租户根据account级别的pitr恢复普通租户到新租户；
4. 根据集群级别的pitr恢复集群，恢复普通租户或系统租户到当前租户；
