This started as me fixing the types for the state package (much of the async functions said they still returned Deferred, which is incorrect)...I figured while I was in there I'd just fix up the type hints. Well after going down the 🐰 🕳️. Here we are.

This adds type hints to synapse.state, including a stub for frozendict.

This contains clean-up from #7988, but has grown!

A better solution to this might be making StateMap a Mapping instead of a Dict or something? But I'm not 100% sure if that makes sense / is possible.

It seems this can pretty easily be changed into a MutableMapping (not a Mapping), but that still isn't compatible with frozendict (since that isn't mutable).

Thinking about this a bit more I think I'm more inclined to merge this as-is and come back to this, unless you see a straightforward way to improve this?

Adding a dict() call around the two locations fixed in (see 6f5515b) although I'm not sure it's desirable.

A cast call might work, but is kind of lying to mypy?

I'm not sure how making a protocol would help?

Well we're already lying to mypy by doing #type: ignore. The only real difference between that and cast is that cast is being explicit about what we're doing, rather than ignoring all errors on the line.

Wouldn't a protocol that had the common functions between frozendict and dict help?

@erikjohnston So I ended up wrapping the calls in dict(), not using ignore.

I guess I need to read up more about what a protocol is to know if it would help here. I'll look into it!

I debated if it made sense to define a Graph type, it gets used in a handful of places.

Some older clients used a [disallowed character](https://matrix.org/docs/spec/client_server/r0.6.1#post-matrix-client-r0-register-email-requesttoken) (`:`) in the `client_secret` parameter of various endpoints. Historically, the [Synapse Admin
API](https://github.com/matrix-org/synapse/tree/master/docs) has been
accessible under the `/_matrix/client/api/v1/admin`,
`/_matrix/client/unstable/admin`, `/_matrix/client/r0/admin` and
`/_synapse/admin` prefixes. In a future release, we will be dropping support
for accessing Synapse's Admin API using the `/_matrix/client/*` prefixes. This
makes it easier for homeserver admins to lock down external access to the Admin
API endpoints.
