We have quite a lot of entries in the log that look like 2020-05-14 09:13:01,090 - synapse.handlers.device - 700 - WARNING - POST-5412 - Failed to handle device list update for {user}, with no clues as to why the failure happened, nor of its impact. If it's worth warning about, we need more details.
