So that if an admin doesn't want people on their server using 'bad' words in their nicks/displaynames they can enforce it. This would also then reduce the amount of problems with bridged networks then rejecting 'bad' nicks and displaynames as per matrix-org/matrix-appservice-irc#103

This is currently left for modules to do; I believe some modules to do this already exist in practice.
Given that the requirements for such a filter are possibly quite diverse, I think using a module makes sense. We could likely revisit this if we felt it important but otherwise I suggest we consider this done for now.
