Release Sydent v2.3.0 #331

We should probably release a new version of Sydent (v2.3.0) since we've merged a couple of new features / made a few bug fixes. It would also be nice to do a final release supporting Py 2 and then finally drop support for it, black-ify the code, etc.

The signedjson dependency should probably be bumped to 1.1.1 (it's currently pinned to 1.0.0).
