[BUG] Pull Request Template isn't being read on open #16

Describe the bug
I followed the "new way" of doing p.r. templates and its not working. We either need to use old style or figure out new style.

I'd prefer new style because it would allow us to have multiple templates.

To Reproduce

Open a P.R. There is no template being called.

Expected behavior
Our default template is called on pr open.
