Documentation offline database (C++ Core)

During today's TSC Meeting we limitations of the current offline database were discussed.

One of the issues is that downloading tiles one by one is extremely slow. Using PMTiles may be a good way to efficiently download an area. See issue #2352.

I want to write some documentation about the current implementation of the offline database (e.g. the table structure).
