Support custom window instance for useHash

Add the ability to pass a custom window instance to hook options for working in an iframes or test environment.

For example, in code it might look like this:

  window?: Window
}

// use-hash.ts
interface UseHashOptions extends ConfigurableWindow {
  getInitialValueInEffect?: boolean;
}

export function useHash({ getInitialValueInEffect = true, window = window }: UseHashOptions = {}) {
