Cast script doesnt enforce env var checks

Need to add in env checks like deploy uses

Might require some experimentation or even deploying some non-compliant dssspell to test with (that can be infinitely re-cast).

Might be hard to test this - this is a low priority maintenance item as manually exporting env is easy, though these checks should still exist.
