Replace Platform.sh instance (https://release-dev-rxvv2iq-zddsyhrdimyra.us-4.magentosite.cloud/) being used for testing, local development, and CI processes with the recently stood up magento backend instances in the M2 Regression environment in all configs.

Namely, get the development environment working without issue using the developer mode magento deploy version (developer profile). This relies on #1035 to be completed.

platform.sh instances are taking over what the regression environments were going to do.
