The relatively new feature to GitHub can be used. Add a CONTRIBUTE file and it shows up when trying to commit; https://github.com/blog/1184-contributing-guidelines

Hey @paales we have CONTRIBUTING.md file in the root directory - does it show up when trying to commit or not?

Then we will add a link to your file when a contributor creates an Issue or opens a Pull Request.

When you create an issue it already shows the yellow bar (https://github.com/magento/magento2/issues/new), so I assume it also works when creating a pull request.

Sorry for the delay with the response. We cannot accept your pull request. As noted previously in the response to paales, there is the CONTRIBUTING.md file that should show up when trying to commit.
Also, we have updating this file in our plans.
