Gear Lever with Peripheral #844

Describe the bug
Gear lever oscillates rapidly with peripherals plugged in.

Please provide documentation references:

Many remaining issues are likely airframe specific, please provide the livery this bug happens with

When plugging in any peripherals after XP has been launched, the gear lever bugs out and rapidly oscilates in and out of off before stabilizing after a couple seconds. Have verified that the issue is intermittent with the peripherals plugged in before booting xplane. Have verified that the peripherals do not have gear commands bound, as thats a separate bug report to e made (does not recognize honeycomb commands).

Using Honeycomb Alpha, Bravo, and saitek rudder pedels.

I would like to add info on this:
I have the following perpherals connected:
Using XP11 latest version of the aircraft on XP 11.5
Thrustmaster T300RS and T3PA pedals (T300 base must be connected for the pedals to work, used as rudder pedals in game)
Arduino Leonardo which is used as a RS232 to USB adapter for a Logitech DFGT shifter for driving/racing games (no use in XP)
X-55 HOTAS
and experience a gear lever that is stuck in the 'OFF' position, when moved to gear up or down by binding or by mouse it attempts to move back to OFF. To extend or retract the gear by binding is impossible, so I use mouse drag and hold it in the desired position for a few seconds for the gear to 'listen' to the command. The lever immediately goes to OFF.
